Project Components

Conduct of Trainers’ Training to ensure quality during the educators’ training implementation phase

In keeping with our goal to build a stronger educational network in the regions through the eQuality Program, services of partner SUCs are involved and contracted in the implementation of iSchools activities. One of these activities is the conduct of educator’s training for 320 iSchools recipients.

In ensuring quality and standard implementation, the following trainers’ training will be conducted:

· Computer and Internet Literacy Course (CILC) and ICT for Education principles, framework and tools

· Laboratory Management

· Library Management Information System

· CeC Operations & Sustainability Planning and Management

· Website development

The following training courses will also be conducted to guide trainers in actual project implementation:

· Community Mobilization

· Project Management

· Training Management

· Project Monitoring & Evaluation

· Online writing techniques

· Terminal report preparation

A project briefing will also be conducted to discuss cooperation details.

Stakeholders’ Mobilization and Project Briefing

The iSchools Project aims to deploy the necessary resources to all public high schools by 2010. Critical to the sustainability of any project is the readiness of the recipient institution. A stakeholder’s mobilization and project briefing is critical to the Project’s success. Social preparatory activities will be conducted by partner schools among iSchools candidates:

· Site inspection and evaluation to check readiness of the public high school (PHS) vis-à-vis the CICT criteria

· Cluster meeting with school administrators to present the project, its objectives and the administrators’ responsibilities

· Community mobilization meeting with all possible stakeholders of the project.

Provision of an Internet Laboratory

The project will provide to the beneficiary school 20 computer units and a server, 15 of which will be deployed in the laboratory, 3 in the faculty room, 1 in the library and 1 in the principal’s office. The laboratory will be equipped with a wireless internet connection, paid for by the project for its first year of operation. Connection to the faculty room, library and the principal’s office will be the PHS’ counterpart funding.

Conduct of Educators’ Training

Training will cover courses based on the National ICT Competency Standard (NICS) for teachers. The following five (5) training courses will be conducted:

· Computer and Internet Literacy Course (CILC)

· ICT for Education principles, tools and initiatives

· Laboratory Management

· CeC Operations & Sustainability Planning and Management

· Library Management Information System

· Web development

Onsite Computer and Internet Literacy Course and ICT for basic Education Principles, tools and framework will be conducted by 136 International Computer Driving License (ICDL) certified professionals coming from 25 partner State Universities and Colleges (SUCs) under the eQuality Program of CICT.

Designated laboratory managers, who pass the CICT-UNDP-IOSN assessment exam, will also undergo a one week technical training on laboratory management.

An English teacher and a senior student who is adept in technical writing, preferably the editor-in-chief of the school paper, will attend a one week web development course, after which the participants are expected to build their school website and in preparation for the national conduct of ‘participatory content development through competition’.

School librarians will undergo a week’s training on library management system. It is expected that all library materials will be digitized a month after attending this course. The Library Management System was developed by the Laguna University and was donated to the project.

School administrators, division DepEd ICT Coordinators and a representative from the local school board will undergo a three-day “sustainability planning workshop” to learn and discuss issues, frameworks and models to sustain the project technically, financially and operationally.

Content Development

Online resources of educational materials are envisioned to form part of this initiative. Teachers and selected senior students will undergo training on web development using mature open source applications and internet-based educational resource tools to enable them to create local educational content, after which a national competition will be launched to highlight the activity.

A participatory content development will also be launched to develop local contents for students and for Filipinos around the world.

The following content development initiatives will also be developed together with partner institutions:

· Teaching Math, Science and English, computer-based training (CBT) modules for in-service teachers

· Math, Science and English for high school students

· CILC CBTs

Monitoring and Evaluation

A series of progress and benefits monitoring-related activities will form an integral part of this project to ensure quality and efficiency as well as to collect and document best practices in the field.

Applications Development

A web and GIS based monitoring system will be developed and will form part of the education portal. This portal will also serve as the project’s main communication and information hub.

A portal, which is also a learning and content management system, hopes to integrate all applications, tools and information in one single URL.

PC maintenance, trouble shooting and recycling

This component goes beyond the 360 iSchools recipients. It will serve other PHS that are recipients of previous computerization projects. The objective is for public high schools to become self-sufficient in maintaining their computer laboratory.

A number of capacity building efforts will be implemented to teach teachers and students to be technically adept in PC troubleshooting. This is a more comprehensive training program compared to the laboratory management training modules.

Capability-Building Program for DepEd ICT Coordinators

In preparation for the eventual transfer of the program to the Department of Education, the CICT iSchools PMO will conduct a series of capability building initiatives for selected DepEd ICT Coordinators.

Educators’ congress

All PHS and SUC educators will be invited to this event to learn and discuss recent developments in ICT integration in the curriculum and in its eventual adoption in the secondary and tertiary level.

Project Close-out Activities

This activity hopes to document all learnings of the project for reference of future implementations. An operations manual will be the output of this activity to serve as guide for future endeavors.

Project Description

The iSchools Project is one of the flagship projects under the Commission on Information and Communications Technology – Human Capital Development Group (CICT – HCDG). It supports the efforts of the Philippine Government and the Department of Education in integrating ICT in education in Public High Schools.

The Project focuses on strengthening classroom learning and instruction by expanding access to various sources of information. The Project hopes to increase the ability of public high school students throughout the Philippines to compete for jobs, future education, and other growth opportunities.

Project Objectives

The objectives of the educational partnership are to:

· Contribute in integrating ICT in education initiatives of the government toward strengthening classroom learning and instruction by expanding access to various sources of information;

· Build the ICT literacy (and soon competency) of public HS Teachers so that they can integrate ICT in teaching and learning;

· Build the capability of the Department of Education’s regional and district ICT coordinators to handle similar undertakings in the future;

· Facilitate cooperation among various educational institutions in the area; and

· Measure the impact of integrating ICT in education.
